The estimated cost of construction is determined by the base-index method. Local estimates are made in the base prices of 2001 according to the collections TER-2001 SPb and TERm-2001 SPb of the estimate and regulatory framework "Gosetalon 2012". The cost of materials, products and structures is accepted according to the collection of regional average estimated prices for basic materials, products and structures used in construction (TSSC-2001) and price lists agreed by the customer. The recalculation of the estimated cost from the base to the current price level for August 2013 was carried out taking into account the indices for recalculating the estimated cost to territorial unit prices, agreed by letter of the State Procurement Committee. When determining the estimated cost, overhead costs and estimated profit are determined by types of work from the payroll in accordance with MDS 81-33.2004, MDS 81-25.2001, taking into account the letter of the Ministry of Regional Development dated 13.04.2011 No. 9094-IP / 08 and clarifications in accordance with the letter of the Federal Agency for construction and housing and communal services dated November 27.11.2012, 2536 No. 12-IP / XNUMX / GS. Costs for temporary buildings and structures are taken in accordance with GSN81-05-01-2001. Additional costs for the performance of work in winter are taken in accordance with GSN81-05-02-2001.

Price lists are presented, agreed by the customer, in accordance with the requirements of MDS 81-35.2004 (clauses 4.25, 4.28). Commissioning costs are accepted by letter. The cost of examination of project documentation is accepted at actual costs, according to the letter. Adjusted local estimates: volumes and types of work are brought into line with the project; repeated accounting of materials, the cost of which is provided for by prices, is excluded. PIR cost has been adjusted: There was a decrease in the cost of design and survey work: in accordance with the project, prices, relative cost indicators, and the length of off-site networks were specified; in estimates for engineering surveys, in accordance with the technical reports, the scope of work has been specified.
