The overhaul object is a four-story (with an underground floor) building of the Palace of Culture, made according to the standard project 2s-06-9/70, rectangular in plan, with overall dimensions in the axes of 30,4 x 81,3 meters. The location on the land plot is meridional. In accordance with the design task, the functional purpose remains unchanged. This is a public building with a universal auditorium designed for 720 seats, designed for mass cultural and entertainment events, and the placement of general club premises. The main entrance is organized from an open terrace and is made from the southwestern side of the building overlooking the square. From the northern side, oriented to Pervomayskaya street, there is a service entrance and loading of technical rooms and technological maintenance rooms of the playground. In the western part, an open terrace was made to which emergency exits from the auditorium and from the distribution foyer - lobby, as well as emergency exit stairs from the second and third floors. The building is designed for daily operation with an estimated attendance of 900 people per day. During the days of cultural events, attendance increases to 1100 people. The planning structure of the building is based on a clear division into functional areas, such as a demonstration complex with an auditorium and stage space, a club part with the placement of rooms designed for studio, circle and lecture-information work, and a group of premises for service, administrative and technical purposes. The project does not provide for a change in the functional purpose of the existing premises. The main compositional core is the auditorium for 720 seats, 7 of which are intended for people with limited mobility, with overall dimensions in the axes of 24 x 18 meters, a height of 11,6 meters to the bottom of the floor slabs, an area of ​​408,7 square meters. m., with a stage space with dimensions of 18,3 x 18 meters, an area of ​​273,3 sq. m. The stage is made with a grate space 21 meters high. According to its parameters, it can be described as an intermediate link between scenes C-3 and C-4. Directly adjacent to the auditorium is a distribution lobby-foyer with an area of ​​540,6 sq. m. with a wardrobe for visitors' outerwear. The entrance to the hall is organized from the spectator corridors with an area of ​​108,1 sq. m. All premises of the spectator complex are made on the first floor of the building. On the second and third floors there is a double-height universal dance hall and a universal hall for rituals and celebrations. According to their functional purpose, they can be attributed both to the premises of the spectator complex and to the premises of the club part. The project provides for utility rooms for an off-site buffet on the second floor, and a service room on the third. Directly the premises designed for studio-circle and lecture-information work of 24 groups of choreographic, theatrical, vocal-instrumental, visual-artistic and applied profiles are made in the form of groups of rooms located on the second and third floors, separated by a corridor stretched along the halls of the visual complex . Service offices for the administrative staff of the Palace of Culture are located in the northwestern part of all floors of the building. Here, from the side of the stage wings, there are artistic dressing rooms and a storehouse for scenery and large-format props. The group of premises for the technological support of the stage is allocated in a separate block located on the second - third floors. In addition, the building has carpentry and locksmith workshops, on the first and basement floors, respectively. The total number of administrative employees, studio managers, engineering and technical staff is 52 people in accordance with the staffing table. The main space of the basement floor is 386,5 sq. m. is occupied by a ventilation chamber, as well as a stage hold, a safe for rolled-up scenery and technical rooms. On the south side there are bathrooms for visitors. Stairwells are made for communication between floors. To ensure the convenience of vertical communications, as well as in order to comply with fire safety standards and to provide the required number of emergency exits, it was decided to bring the staircase located in the axes 14-15, K-L to the third floor. For the same purpose, from the hall for choreography located on the third floor behind the stage box, an evacuation exit was made using an external metal staircase. PThe project provides for measures to ensure access for people with limited mobility. A ramp has been made to the terrace of the main entrance. On the ground floor, in the immediate vicinity of the distribution foyer-lobby, there are bathrooms for the disabled. There are 720 seats in the auditorium, which corresponds to the calculation. Access to the upper floors for people with limited mobility at the expense of technical means. In the entrance lobby there are mobile stair lifts of the brand "Public".
