The Palace of Culture was built according to the standard project 2-06-04 in order to improve the quality of life of the population by meeting individual and social needs related to the organization of leisure and familiarization with creativity, cultural development, self-education, amateur art and crafts. Functional purposes are: provision of cultural and leisure, information and educational, entertainment, advisory and other services to the population and organizations; ensuring activities aimed at organizing the leisure of the population; patriotic education of youth; organization of activities of club formations in the field of culture and leisure of the population. The object is a 3-storey building with a basement (ground floor) under the entire area of ​​the building. An object of a simple configuration, "P" - shaped in plan with overall dimensions along the axes: 38,23 x 36,28 m. The maximum height of the building (at the ridge of the main portico) is 20,1 m. foundation, engineering systems of the building.
